Constitution Experts Adopt Clause on Ailing President

Zambian opposition leader Michael Sata is sworn in as President at the supreme court in the capital LusakaThe working group on the legislature and executive at the on-going constitution convention has adopted the clause that says a Republican President can be removed due to incapacitation.

And the working group on human rights has voted for the removal of the death sentence on a
busy Friday at Mulungushi International Conference Centre.

With the debate on the health of sitting President Michael Sata a topical issue, observers will be curious to see how the presidency reacts to the development.

Also adopted is the presidential running mate clause that the government has been reluctant to adopt.

The working groups’ adoptions will be thrown to a plenary session after Sunday. Thereafter, the recommendations will be handed to the technical committee before chairperson Annel Silungwe hands over the final report to President Sata and the public simultaneously.

According to the pledge by the Technical Committee, the draft constitution is expected to be ready on or before June 31. However, stakeholders are worried that the process of drafting a new constitution lacks a legal framework and may turn out to be an academic exercise.
