The C5 officer, formerly known as the anti-robbery squad, in charge at Lusaka Central Police only identified as Sulwe has been implicated in a bribery scandal involving stolen maize worth K850 million belonging to APG Milling.
According to sources, APG Milling had bought maize from Food Reserve Agency (FRA) in Lusaka but delayed to pick it up from the shed.
Unknown to APG Milling, their 700 metric tonnes of maize worth K850 million was collected by trucking company named Amicor Trucks.
The source said the people that loaded the maize allegedly connived with a female employee from FRA and cleared the consignment to create an impression that there was no malpractice.
When the owner of APG Milling, also identified as George got wind of the stolen maize, he reported the matter to the police and Sulwe personally decided to investigate the theft. After the police report, the FRA employee was arrested, detained and charged.
The source said George even provided Sulwe with about K20 million for operations and ensure that the truckloads of maize were recovered.
The source said in his investigations, Sulwe managed to track the people that stole the maize.
They said when the thieves learnt that they have been identified, they then bribed Sulwe who in turn instructed officers to release the FRA employee who was charged and forgot about the investigations.
However, after George noticed that there was no progress in the investigations to recover the maize, he confronted the officers that were investigating the theft with Sulwe and threatened to report them to President Michael Sata for failing to perform their duties.
At this stage, some officers got jittery and pleaded with George to give them time to carry out an independent and thorough investigation until the maize was recovered.
The source said despite knowing that Sulwe was bribed they are fearing to confront him since he is their superior. The officers have since discovered that Sulwe was bribed to sweep the case under the carpet.
