Stella LibonganiPresident Michael Sata’s appointment of women to leadership positions on face value appears a noble undertaking but a quick scan through his Zambia police appointees makes sad reading.

Madam Stella Libongani, the Inspector General of Police may have tossed up a few bottles of champagne at her appointment but months through her dream job, the good old lady may not want to look back to the day she was appointed for the shame it brings on her every day orders are funneled to her office.

Under Libongani, Zambians who have historically fought so hard to embrace a democratic culture, have had most of their civil liberties suspended. One only needs to look at the police conduct as regards the Public Order Act. How many times have the civil society and opposition political party applied to her office to be granted the right of assembly for one thing or the other? How many public gatherings have been allowed under her stewardship? How many police officers have been brought to book for the times they have beaten up citizens in breaking up peaceful demonstrations?

Maybe you can remember her reign for the way our ‘gallant’ officers lay to the floor right in the groin of Manda Hill police post as criminals got away with a humble citizen’s hard earned money! Shame on you madam Libongani.

Only Patriotic Front cadres protesting against a very distinguished politician Given Lubinda were allowed free-hand even accorded escort from Libongani’s police people all the way to State House.

In the wee hours of Tuesday, Libongani allowed Office of the President officials to raid homes of journalists disguised as police officers. Clayson Hamasaka and Thomas Zyambo were picked up for allegedly contributing articles to the Zambian Watchdog, an online publication.

The OP officers went to Hamasaka and Zyambo’s home for drugs but they found computers and notes on Sata’s biography enough to charge the two journalists on sedition charges. How foolish can an Inspector General of Police be?

Mary Tembo: The Copperbelt Regional commander has had her fair share of boobs. What about the senseless arrest of opposition Movement for Multi Party for Democracy Nevers Mumba whilst visiting a Chief’s Palace? What about the soft hearted Elias Chipimo’s holding an indoor meeting with his party officials?

Father Frank Bwalya had to endure a Chibuku (opaque beer) baptism at the hands of known PF cadres whilst appearing on a community radio station in Kitwe.

Granted it was an operation commandeered out of State House but honestly the executors of the mission are known with pictorial evidence available. Todate, those thugs go spew their dirt under Mary Tembo’s nose and no arrest is effected.

Charity Katanga: The Southern Province Police Commissioner caries the shame of the Livingstone debacle where right in the heart of a police station an Honourable Member of Parliament Garry Nkombo was assaulted by Western Province Minister Obvious Mwaliteta in full view of the police.

Nobody ever testified to that effect and the medical report went missing under the watch of the police. Who would forget how the opposition members were locked up while the perpetrators of the death of PF cadre Henry Chanda walked away scotfree?

This was shortly after she was moved from Lusaka for brutally assaulting UPND cadres who gathered to demonstrate against the deceitful, corrupt and shameless Director of Public Prosecutions Mutembo Nchito. A shame of a police officer.

Roselyn Wandi: Not exactly a police appointee but she too is of a cadre of lady appointees that would never want to look back at their record once their day comes.

Justice Minister Wynter Kabimba walked through her office with an army of PF hoodlums demanding to be interviewed.

At least the good lady had the wits to melt from the scene as her juniors faced the music. Now her office singled Petauke Central Member of Parliament Dora Siliya for prosecution (in reality persecution) after her seat was nullified by the Supreme Court. Nothing wrong with prosecution BUT why only DORA?
