Political scientist Neo Simutanyi says the Patriotic Front government’s two years in power has been characterized by inconsistent and random policy shifts.
Simutanyi said it had been difficult to keep track of some changes that President Sata had often effected at short notice or without notice at times.
“There have been a lot of unilateral decisions since the PF took over power. Look at their creation or is it recreation of new ministries and then they backed off,” he said.
“There has been the creation of new districts which was not in the budget and sometimes you cannot follow them properly. Roads that were not planned for and other construction projects are being commissioned which maybe be good but there seems to be no system in the way all these things are being done.”
He said the constitution making process was also a sticky point that needed to be resolved if the government was to be taken serioulsy.
President Sata ascended to power in September, 2011 and has been in office for almost two years.
