Justice Minister Wynter Kabimba has continued playing the blame game instead of providing direction on the constitution making process by holding a press conference to blame the opposition for the delay in the process.
Kabimba said the two days opposition Members of Parliament had disrupted proceedings could have been an opportunity to fast track the constitution making process that has taken two and half years to address.
The nominated lawmaker also attacked the civil service for praising MPs for demanding a people driven constitution through parliament.
Kabimba also sent a thinly veiled attack on the Speaker saying he was powerless before the executive.
“The Speaker has no powers, until the executive introduces the constitutional bill in parliament that is when it becomes the work the Speaker. Under our law the Speaker does not have any power at all to order the executive to bring back the bill until the executive brings it back,” he said.
Kabimba claimed that the opposition parliamentarians had broken the law.
“Disrupting the proceedings of the house is not only against standing orders of the house but is also an offence under the law. To besiege the Speaker and start heckling at him while he is the chair and presiding officer is contemptuous of the authority of the Speaker,” he said.
“It also undermines the integrity of parliament and there can therefore be no justification from any quarter at all for such unruly behaviour. It is for this reason that we have been taken aback as government by those supporting the misconduct of these members of parliament and praise them as heroes’ maybe it is because this country has no heroes. “
Kabimba directed his abuse to the civil society and church that have backed the MPs.
“These are the same groups of stakeholders who preach democracy and the rule of law to our people when it suits them,” he said.
