The Sylvia Masebo tribunal has closed with the last witness driving a deathly nail to the Tourism Minister’s defence by saying neither Masebo nor President Michael Sata has the direct power to order the cancellation of hunting safari tenders.
Zambia Public Procurement Authority director of standards and inspection Gloria Ngoma said Masebo had no power to cancel the tenders as it was not within her powers.
Ngoma said the power lay with the board of the Zambia Wildlife Authority to do that.
The testimony punches holes in Masebo’s defence that she was ordered by President Michael Sata to dissolve the ZAWA board.
Ngoma said ZPPA Act does not allow a minister to cancel an ongoing tender process.
She said only the approval authority; procurement committee and the controlling officer can terminate or suspend a running tender.
The tribunal that has sat for two weeks will have its report ready by the month end for handover to President Sata and Speaker of the National Assembly Patrick Matibini.
Former Tourism Minister William Harrington petitioned the Supreme Court to probe Masebo for alleged breach of parliamentary and ministerial code of conduct.
