Opposition United Party for National Development Lukulu West Member of Parliament Mischeck Mutelo put the Speaker of the National Assembly Patrick Matibini in an awkward position when he attempted to pay back the sitting allowance on the floor of the house paid to him during the two days he joined other opposition MPs in staging a protest over the constitution.
Mutelo, who had stood on a point of order, told the Speaker that as an honest man who wanted to pay whatever price being right over the constitution cost he would return the sitting allowance that he was paid and also the water that he drunk from parliament on the two days.
Matibini had a tough time urging Mutelo not to return the money as he kept records of who had claimed their monies for the sittings.
The Speaker then ordered Mutelo to sit down.
Opponents of the constitution debate had been whipping up the Speaker to deny the payment of allowances to MPs that had protested in the house over the constitution making process.
