PF Corruption: K3.3 Billion CDF Disappears

lunguTransparency International Zambia has lifted the lid on a K3.3 billion Constituency Development Fund scam that has engulfed two constituencies.

TIZ Executive Director Goodwell Lungu said the funds meant for the two constituencies were dubiously transferred from the CDF accounts by some junior Ministry of Local Government officials under very shady circumstances without treasury authority.

He said the situation was not exclusive to the two blown out situations.

“We are surprised that government institutions entrusted with huge amounts of money can have such withdrawals without a clear explanation,” Lungu said.

“K1.3 million that was meant for Rufunsa was dubiously without treasury authority withdrawn from the CDF account to the grant account held by the ministry and these checks were issued to three very junior officials.”

Lungu has called for the punishment of the officers involved to set as an example.

“We therefore appeal to President Michael Sata to take clear action on the controlling officers who presided over the many irregularities that we have cited,” he said.

“We therefore call upon the law enforcement agencies to within the next 48 hours to start probing where these funds are and if these funds were stolen we recommend immediate seizure of all potential suspect accounts and restriction orders to be placed on their properties.”
