PF Sweeps East Polls

The PF has won all the five district council chairperson elections in Eastern Province.

The ruling party won the elections with a wider margin in most of the districts in an election which was marred with low voter turnout.

In Chipangali district, PF candidate Million Tembo polled 7,024 votes

UPND’s William Banda got 762 votes while United Prosperous and

Peaceful Zambia (UPPZ) Davy Kapwata got 487 votes.

In Kasenengwa district, PF’s Saul Zulu polled 5,942 votes while his only competitor Peter of UPND got 1, 207 votes.

In Lusangazi district, PF candidate William Banda polled 2,444,

Patrick Banda, an independent candidate got 1,257 votes, another

independent candidate Blackson Tembo got 1,012 votes with UPND’s

Robert Mwale got eight votes.

In Chasefu district, Chimwemwe Banda of PF polled 6,436, Thokoza

Ndhlovu an independent candidate got 2,147 votes, UPND’s Bernard Zulu got 799 votes with FDD’s Davies Nyirongo got 644 votes.

In Lumezi district, PF’s Clement Mwale polled 6,860, Jimmy Phiri an Independent candidate 1,341 votes and UPND’s Marjorie Mumpanshya got

795 votes.

PF provincial chairperson Andrew Lubusha directed the new council chairpersons to get down to work and fulfill the provinces they made to the people.

Pres. Lungu confers with Russia’s Vladimir Putin at BRICS summit

Johannesburg, July 26, ZANIS—President Edgar Lungu and Russia’s Vladimir Putin last evening held bilateral talks in Johannesburg where they proposed to scale up their countries’ diplomatic ties and move towards enhancing economic relations.

ZANIS reports that President Lungu said Russia was one of the first countries to establish diplomatic relations with Zambia but noted that these ties have grown cold over the years.

“We feel that now time has come for us not only to cement these relations but to build up what has been existing,” President Lungu said at the Four Seasons Hotel in Johannesburg where the two leaders held the bilateral talks.

The President said Zambia was looking forward to get assistance from Russia in many areas of economic development particularly in nuclear energy.

He said the country was facing a deficit in energy hence it was considering investing in nuclear power for peaceful purposes.

He stated that he was looking forward to having Mr. Putin visit Zambia in future.

“We have signed Memorandums of Understanding with Russia at home and a few other agencies in Russia. So we look forward for your coming so that you can do the ground breaking for the nuclear research centre,” he said.

President Lungu further said technocrats from both Zambia and Russia have been engaged in how the two countries’ could scale up their cooperation for the benefit of their peoples.

 

And President Lungu disclosed that Zambia appreciates the role which Russia played in contributing to the liberation of many African countries during the liberation struggle.

He recalled that Zambia particularly benefited in military cooperation when it hosted the liberation movement.

The President said Zambia and Russia should not only cement the existing relations but build on them for enhanced development.

Meanwhile, Russian President Vladimir Putin said the old relations between the two countries should now be translated into economic development.

President Putin said through an interpreter that the visit to Russia by Speaker of the National Assembly Patrick Matibini in April this year was a sign that the two countries were collaborating in many areas.

He further said his country was happy that Russia and Zambia have established contacts in various sectors including medicine.

President Lungu was accompanied in the bilateral talks by Minister of Foreign Affairs Joe Malanji, Minister at Presidential Affairs Minister at State House Freedom Sikazwe, Zambia’s High Commissioner to South Africa, Emmanuel Mwamba and other government officials.

 

President Lungu is in South Africa to attend the 10th Brazil, Russia, India, China and South Africa (BRICS) summit outreach dialogue session in Johannesburg.

 

The BRICS is a grouping of emerging economies. The theme of this year’s BRICS summit is, ‘BRICS in Africa: Collaboration for inclusive growth and shared prosperity in the 4th industrial revolution’.

Zambia has been invited to attend the 10th BRICS summit under the umbrella of the Southern African Development Community (SADC) while other countries such as Ethiopia, Senegal, Uganda, Gabon, Rwanda and Togo are representing different groupings.

 

President Putin, India’s Narendra Modi, President of China Xi Jinping, President of Brazil Michel Temer and President Cyril Ramaphosa of South Africa are attending as leaders of countries that make up the BRICS.

Kitwe Police Nab Church Elder for Defiling Own Daughter

Police in Kitwe have arrested a 49 year old elder from a named Church for defiling his 14 year old daughter in Kitwe’s Buchi Township.

Copperbelt Police Commissioner Charity Katanga said the elder identified as Alick Sinyenga of house number 930 in Buchi Township defiled his biological daughter around 01:00hrs on their way from overnight prayers.

Katanga explained that the incident happened when the dual were coming from overnight prayers but father to the victim parked the vehicle and defiled his daughter.

“We had a case of defilement involving a pastor from a named Church. The complaint was received from a 14-year-old girl who is the daughter and school girl, in which the 14-year-old girl reported that she had been defiled by her biological father Alick Sinyenga of house number 930 Buchi township also a church elder of the named Church,”Katanga said.

“The victim in the company of the father had gone for night prayers at the named Church in Buchi. On the way back, the father parked his motor vehicle a Toyota Spacio and had carnal knowledge with her without protection in the car.”

Katanga said Police officers on night patrols found the named pastor in action in the car.

“This is how he was apprehended, the girl sustained a bruised vagina and a medical report was issued and taken to Kitwe Teaching Hospital, arrest has been made and the pastor detained at Riverside Police Station,” Katanga explained.

“It’s unfortunate that we can have such cases from the clergy who are supposed to live by a high standard of morality. It’s unfortunate and I wish to warn those involved in immoral activities irrespective of status, they will find the long arm of the law.”

Kitwe Woman Gets One Year for Marijuana Trafficking

A 64 Year old woman of Kitwe has been jailed for trafficking in Marijuana.

Appearing before Kitwe Magistrate Dominic Lesa, the accused identified as Mandalena Mulenga pleaded guilty to one count of being in possession of two kilograms of Marijuana contrary to the laws of Zambia.

Facts before court were that on 11th July, 2018, in Kitwe, Mulenga did traffic in psychotropic substance being two kilograms of marijuana, without lawful authority.

The accused pleaded guilty to the offence after the charge was read for her.

She told the court that she trafficked into the substance so as to help sustain herself and the orphaned children she was taking care of at her home.

Magistrate Lesa told her that upon her own admission, he had found her “guilty of the offence and was convicting her accordingly.”

In mitigation, Mulenga pleaded to the court to exercise maximum leniency as she was a first offender and was remorseful for what she had done.

Magistrate Lesa sentenced the accused to one year imprisonment with hard labour for trafficking in two kilograms of marijuana.

OPINION: Is the UPND Star Fading?

The opposition United Party for National Development (UPND) has emerged bruised from the recent round of local government elections. They have been beaten pants down in what has previously been regarded as their bedroom in Western and North Western provinces. The UPND has only managed one out of the 13 local government elections. By any standards that is a very disturbing statistic for a party that prides itself in being the government in waiting. It is an election that has been lost largely on fair grounds. No one can credibly throw around the UPND favoured rigging mantra. And they now know better that any such cry baby antics will simply set them apart from the electorates. They were simply beaten and they surely know it. In many ways their defeat is self-inflicted as they have not been taking any advice from anyone. Only the opinion of the great leader and life president Hakainde Hichilema has counted.

Neutrals have been advising the UPND to rethink having Hichilema as their only choice in elections as surely the startling statistic of five time straight losses at Presidential elections is hardly a selling point for any reasonable political party. Unless of course the UPND operates on the principles of a monarch. Ideally the UPND must have been sailing at this point having also benefitted from the mileage of their international prisoner during the treason trial but being the ill political strategists that they are, every little advantage gain is overplayed hence turning off the highly discerning Zambian public. It is a capital they were hoping to over draw on without working for it. People expect them to get down to work and not play facebook and press briefing politics. The UPND has more belief in the illusion of facebook popularity and also almost daily press briefings at their secretariat to admire and extol their great leader.

They have hardly been on the ground to connect with the masses away from the illusion of facebook. They have largely suffered from poor selection of candidates where the voice of the grassroots is ignored as they bitterly learnt in the Chilanga parliamentary seat. It was a decision that only them could understand from a political standpoint. And they were resoundingly trounced in what had been their political stronghold. We expect that after this round of defeat the party will be ready to ask the hard questions that their leaders do now want asked. They should conduct an honest self-introspection that could help them regenerate their fortunes. If they continue at this rate they could be headed for a heavier catastrophe in 2021 that could send them into political oblivion.

Zulu whose standing in President Lungu’s inner circles often divides opinion has given a dosage of Ubuntu.

The Special Advisor who has probably as many friends as foes softened up with some Ubuntu philosophy.

Petauke Police Shoot Motorbike Runaway Thief

Police in Petauke have injured one person by shooting him on the leg as he attempted to steal a motorbike at Petauke Police Station on Tuesday night.

Eastern Province police commissioner Luckson Sakala who confirmed the development said the suspect was currently hospitalized at Petauke

District Hospital and police have since launched a manhunt for the other suspect who is at large.

“This happened between 23:00 and 24:00 hours on Tuesday. Two unknown people went to Petauke police station where they wanted to steal a motorbike which is actually an exhibit and in the process one of the alert police officers who were on duty gave chase shot at one of them on the left leg. The leg has been broken and is currently admitted to Petauke district hospital, the other one managed to escape,” he said.

Sakala said by press time the one who was hospitalized was still unconscious and police were not able to get his details.

He said the suspect was out of danger.

UPND East Top Official in Hot Soup over Pres. Lungu Recognition Debate

UPND Deputy National Youth and Sport chairperson Michael Chuzu has landed himself in trouble for allegedly proclaiming that his party does not recognize President Edgar Lungu as the legitimate leader of Zambia.

Chuzu appeared in the Chipata Magistrate Court in a matter he is charged with seditious practices for allegedly stating that his party does not recognize Edgar Lungu as duly elected because he is unwell.

Chuzu was put on his defence after he was found with a case to answer.

The prosecution called four witnesses to prove its case.

Chuzu was arrested in 2016 when he appeared on Chipata TV and stated that his party does not recognize President Lungu.

He was jointly charged with Chipata TV news editor Iris Mwale who was

later released through a nolle prosequi before she was turned into a state witness.

The duo were charged with seditious practices contrary to section

57(1)(b) of the penal code chapter 87 of the laws of Zambia.

Particulars of the offence where that on September 26, 2016 in Chipata the duo jointly and whilst acting together with intent to raise discontent among people of Zambia, seditiously uttered and published a seditious publication concerning the government of the republic of Zambia containing the following words, The position of the party UPND include me, the national management met on Saturday  and our position is that we do not recognize Edgar as a duly elected, so for us at the moment, we do not have a president,”

The matter which is before magistrates Philip Mpundu comes up for mention on 7 August and 10 September for defence.

Sven Summons Long Forgotten Jimmy Chisenga for Local Camp

Chipolopolo coach Sven Vandenbroek has named his 23 member squad of players for his second camp for local players.

Vandenbroek has been acquainting himself with the Zambian set up and is expected to name a final squad before Zambia faces Namibia in September in Group K matches for the 2019 Africa Cup of Nations.

Mugabe Backs Opposition Candidate Chamisa

Former Zimbabwean President Robert Mugabe has said he would not be voting his old party ZANU-PF in tomorrow’s general elections saying he would only vote someone with a clear chance of winning the presidential poll.

By doing so, Mugabe has effectively endorsed MDC Alliance presidential candidate Nelson Chamisa after ruling out other presidential candidates.

He however denied funding the youthful Chamisa’s campaign and said he has not met him in recent times as has been suggested in the press, but would like to do so if he wins the election.

“I have never met Chamisa. I wish to meet him if he wins. As for who I will vote. I Cannot Vote For Those Who Have Tormented Me. No l Can’t! We used to say politics direct the gun. But now, the gun directs politics. I say no, no, no! Thokozani Khupe and Joyce Mujuru do not offer much. What is there is Chamisa,”he said.

Speaking on the dissapearance of Itai Dzamara after a question was put to him as to if the widely condemned abduction of the activist did not worry that it happened during his presidency he said.

“I do not know what happened to him. I am also worried about the whereabouts of Itai,” he said.

Dzamara crossed swords with Mugabe’s government after he held a series of solo protests at Africa Unity Square demanding the veteran politician to step down.

He was allegedly abducted by suspected State security agents near his home in Glen View on March 9, 2015 and has not been seen since.

On his view on Mnangagwa he said: “He was always a hardworker but did not always tell me the truth.”

The former leader said he preferred Dr. Sydney Sekeramayi as president of Zimbabwe and his successor in the Zanu PF.

Mugabe says he has been “crying for a return to legality and constitutionality, freedom for our people… We must have a democratic constitution, that is what we fought for. People should be first. The people, the people, the people. That is what we always cried for.”

The former leader said he preferred Sydney Sekeramayi as president of Zimbabwe and his successor in the Zanu PF. He added that reports that he wanted wanted to impose wife, Grace, in his place were not true.

Mugabe was forced to resign in November last year after a military intervention that placed him under house arrest triggering an internal Zanu PF process that brought then exiled former Vice-President Mnangagwa to return and take power.

LCC Sets Conditions for Pizza Hut Re-opening

PIZZA Hut has been given five conditions by the Lusaka City Council before the eating outlet could be reopened a week after the Local authority closed its facilities in Lusaka for selling food products using expired ingredients.

Council Public Relations Officer, George Sichimba, said that the conditions were set after considering the issues raised in their exculpatory letter for LCC not to commence legal action against them.

On 24th July, 2018 Pizza Hut management wrote to LCC requesting not be dragged to court as management was willing to put their house in order.

The request was a response to the 24 hour ultimatum issued by LCC for Pizza Hut management to show cause why legal action should not be taken against them.

The request prompted LCC to call for a meeting with Pizza Hut management on 25th July, 2018, in which meeting it was resolved that the matter be settled amicably in the interest of consumers and the business house.

However, LCC set out conditions to be met by Pizza Hut before they could be allowed to reopen for business.

Some of the conditions were that Pizza Hut should ensure that stock sheets indicating production and expiry dates were available and well maintained in all the outlets, all expired products and those not in use should always be cleared from the premises with the knowledge of LCC Waste Management Unit.

Others were to retrain and orient the outlet managers and food handlers on food safety and food laws and that the distribution centre and and all the outlets be re-inspected.

Pizza Hut was also asked to pay K45, 000.00 to cover the cost of inspections, transportation and disposal of expired products and retraining of staff among other costs.

Pizza Hut has since met all the conditions with the latest being the retraining and orienting of staff which was held Saturday 28th July, 2018 at the Kabulonga outlet.

The local has warned and cautioned Pizza Hut management that should they be found wanting in future legal action would now be taken against them.

LCC hopes that the story of Pizza Hut would serve as a lesson to other business houses which may be neglecting the provisions of the Food and Drugs Act Cap 303 of the Laws of Zambia.

Mulonga Water Owed K40 Million by Clients

Mulonga Water and Sewerage have offered an explanation for their erratic water supply to their clients recently.

Company Director of Commercial Services Donald Lusambo announced that the company is owed over K 40 million by various institutions among the government departments in unpaid bills.

Lusambo said the amount of money yet to be paid have affected operations of the Water Utility Company to address the many challenges it is faced with in the provision of water and sewer services to its people.

He said the company is running a number of projects to meet customer demands but with such an amount owed it is proving to be a challenge.

Lusambo said in the past central government had been paying the debts through the treasurer for all ministries but has scrapped off the system tasking ministries to pay on their own.

“Government used to pay for all ministries under the treasury until sometime in march when it made a decision that ministries begin to pay on their own, so that is the position in our areas of operation we are owed about K 40 million in unpaid bills, so government pays when it decides to pay and we are hopeful it pays us soon,” Lusambo said.

Meanwhile Lusambo said the water utility Company is currently undertaking the Zambia Water and Sanitation Project funded by the African Development Bank AfDB to improve water and sewer systems.

He said the project is expected to be completed by 2021 with hopes of providing water and sewer services to its customers more efficiently.

PF to Punish Rebel Candidates that Stood as Independents

The Patriotic Front Eastern Province executive committee says all party members who opted to stand as independent candidates after being left out in the adoptions for the July 26 council chairperson elections will be disciplined.

PF provincial chairperson Andrew Lubusha said the ailing members would be suspended from the ruling party and would only be pardoned after three years.

Lubusha labeled PF members who contested on independent ticket as traitors adding that they do not stand a chance of being adopted by the PF in 2021.

He said PF would uphold discipline as one of its core values.

Lubusha said the party would take disciplinary measures against party officials and councilors who misbehaved in Lumezi in the running up to the July 26 council chairperson election.

Recently during his campaigns in the province, President Lungu indicated that the party would not work with independent candidates.

Some independent candidates in Eastern Province were supporting President Lungu but opted to go independent after they were left in the adoption.

Kitwe Police Nab Eight for Drug Trafficking

Police in Kitwe have arrested eight people for drug trafficking.

Copperbelt Commissioner of Police Charity Katanga said the eight were rounded up following a joint operation with the Drug Enforcement Commission in Kitwe.

Katanga named the suspects as John Chelah, 31, of Ipusukilo, Reagan Muwowo, 21, of Ipusukolo Benjamin Mofya, 20, of Kwacha and Daniel Mwango, 21, of Ipusukolo.

The rest are Mwaba Chisanga, 20, Danny Simpongwe 25, John Samunyau 37 and Cephas Bwalya 24.

Katanga said during the operation about 451 bowls of cannabis were recovered from the suspects arrested.

She has warned that police remain alert to dealing with drug traffickers as well as those that may be found engaging in other illegal activities.

Katanga said all the suspects are detained in police custody at Riverside Police Station.

Kang’ombe Expresses Frustration with Pace of Keep Zambia Clean Drive

Kitwe Mayor Christopher Kang’ombe says the Keep Zambia Clean, Green and Health Campaign is slowly losing its momentum.

Kang’ombe who has been a lead campaigner the Keep Zambia Clean exercise has complained of lack of support from residents.

He said it is disappointing that communities always wait for leaders to take the lead before getting involved in cleaning activities.

He said keeping ones surrounding remains an important exercise and those not taking part are not helping to realise clean, green and health towns.

“It is a challenge we have had over the last two years, people don’t want to get involved, the level of participation has been very poor, we would want to have people in their localities taking part but if it’s going to be a few of us we are not going to achieve anything,” Kang’ombe said.

He has appealed to residents in all communities to actively get involved in cleaning activities so as to realise the dream of having clean, green and health towns.

Kang’ombe said it was unfair to only wait for the local leadership before participating hence the need for all residents to realise it is their responsibility.

Sakala Offers ZDDM 2021 Ticket to Kalaba

The confusion around Zambia Direct Democracy Movement (ZDDM) is on display again with party president Edwin Sakala inviting Harry Kalaba to contest as Presidential candidate in the 2021 elections.

Sakala is seeking adoption for the vacant Kasenengwa Parliamentary seat whilst running an opposition political party.

Kalaba has been thrown in a quandary after his Democratic Party (DP) was de-registered.

Kalaba and Sakala have reportedly been in talks to seal a deal that will see the former Foreign Affairs Minister stand on the ZDDM ticket.

Edwin Sakala, The ZDDM Party President’s indication to apply for adoption on the Patriotic Front ticket to contest the Kasenengwa seat clearly shows he is not in charge of his political party.

According to a letter, signed by Sakala and his deputy Charles Kafumbo, the Party is happy with Kalaba’s style of leadership and have since invited him to lead the party in the 2021 elections.

Kalaba has set himself a target of being a presidential candidate in 2021 but has yet to find a platform to contest on.

Since his resignation as minister he has been hopping around building his profile as a prospective political candidate.

Zimbabwe Votes

Voters in Zimbabwe are going to the polls in the country’s first election without long-time leader Robert Mugabe’s name on the ballot.

The country’s founding president, Mr Mugabe was ousted in a coup last year after almost four decades in power.

The main contenders in the presidential vote are incumbent Emmerson Mnangagwa, of the ruling Zanu-PF party, and opposition leader Nelson Chamisa.

Parliamentary and local elections are also taking place on Monday.

Polls give Mr Mnangagwa, 75, a narrow lead over his 40-year-old rival, who leads the Movement for Democratic Change (MDC).

On Monday ex-president Robert Mugabe – who first came to power after independence in 1980 – said he would not vote for his successor.

Mr Mnangagwa helped direct Zimbabwe’s war of independence in the 1960s and 1970s

The country is expecting a high turnout of first-time voters, where the youth vote is expected to be key. Almost half of those registered are under the age of 35.

Hundreds of international observers have been deployed to ensure the vote goes smoothly, but the opposition has repeatedly alleged irregularities in the voter roll.

They have also expressed concern over the security of ballot papers and voter intimidation in mainly rural areas.

Mr Chamisa could become Zimbabwe’s youngest ever president if elected

The election follows decades of repressive rule which has brought severe economic challenges to Zimbabwe.

These include issues of investment, education, healthcare and jobs – some estimates suggest that the unemployment rate is as high as 90%.

President Mnangagwa, who is known as “the crocodile” because of his political shrewdness, has promised to deliver jobs and is seen as open to economic reforms.

He has survived several assassination attempts blamed on supporters of Mr Mugabe.

He has promised to rebuild the country’s devastated economy, but been criticised for making extravagant promises – such as the introduction of a high-speed bullet train and bringing the Olympics to Zimbabwe.

But the qualified pastor will have been buoyed by comments Mr Mugabe made during a surprise news conference on Sunday.

Mr Mugabe, who resigned in November after the military took control of the country, refused to support his former ally Mr Mnangagwa.

“I cannot vote for those who tormented me,” he said. “I hope the choice of voting tomorrow will thrust away the military government and bring us back to constitutionality,”

When asked by the BBC’s Fergal Keane if he would like to see Mr Chamisa win, Mr Mugabe, 94, indicated that he was the only viable candidate.

In response to the comments, Mr Mnangagwa accused his former boss of making a deal with the opposition.

“It is clear to all that Chamisa has forged a deal with Mugabe, we can no longer believe that his intentions are to transform Zimbabwe and rebuild our nation,” he said.

Mr Mugabe also denied that, as president, he had planned to hand the leadership to his wife, Grace, saying it was “utter nonsense”.

OPINION: Is the PF Now Invincible?

Things have been going very well for the Patriotic Front as a party. The ruling party has swept almost every contest with ease. This is even in the face of politically damaging incidences that government has had to put up with. There has been the stigma of the US$42 million fire trucks, the high debt volume, occasional locking up of opponents on suspected political grounds and the stigma of political violence. It had seemed the Patriotic Front was in no capacity to survive an election if the electorates were to render their verdict. But the Patriotic Front has swept 13 of the 14 local government elections including the fiercely contested mayoral poll that despite having promised being a tight contest had Miles Sampa resoundingly carrying the day. Some people tried to make a meal of the voter apathy but even in the reduced turn out, the PF still marshalled a lion’s share of the votes.

For a change the playing field was evened out with all political players having an equal opportunity to compete. There were no usual stunts lumped on the police and other law enforcement agencies blocking other people from campaigning. Overs even found favour with the environment that they thrived on a Western style like campaign of door-to-door solicitations.

In this environment even upstarts like the 25-year-old Madalitso Musukwa who stood as an Independent candidate made a mockery of experienced candidates like Saviour Chishimba of the UPP who has made it his daily bread to savagely attack the Patriotic Front. He has learnt to his cost that it would not help his measly political fortunes to hinge his political survival on attacking President Edgar Lungu. It is something his friends in the opposition United Party for National Development have learnt too.

 

The UPND has suffered such a political battering that they would have to reinvent themselves if the electorates are ever going to take them seriously. They have lived in the illusion that insulting President Lungu would enhance their political fortunes but it has amounted to waned support. They will have to learn to craft their own agenda that could win over the electorates. Even their favoured political currency of violence has lost its steam. It could appear that the UPND fared badly in these elections because there was no violence.

They could not raise the flag and play victim as no one was maiming anyone. It could appear the Pf has been giving a lifeline to repair some of the things that have not sat well with the electorates. It is a vote of confidence they should not take for granted. It could be a long bumpy road to 2021 but for now they can take a moment and savour the glory of victory being mindful that the public expect the very best.

Roan Sch Re-opens after Mayoral Intervention

District Health Authorities in Luanshya have reopened Roan Primary School which was closed two weeks ago as a result of poor sanitation.

This followed engagements between the Community, PTA Committee and Luanshya Mayor Nathan Chanda to have the school reopened.

The School had its water pipes vandalised by some suspected scrap metal thieves but that had been overlooked by school management leading to the closure.

Luanshya Mayor Nathan Chanda has moved in with the Community in finding measures that will help smooth running of the school and allow pupils to sit for mid-term examinations.

Chanda has pledged to foot half of the cost of sinking a borehole with the locals and the school PTA jointly paying the other half as measures put in place to allow the school start running.
