Former communications and transport minister Geoffrey Lungwangwa has observed that the great plans by Zambia Railways chief executive director Clive Chirwa will just remain wonderful ideas that will never be realized as long as they are not backed by resources.
Professor Lungwangwa says what should be understood is that having a great plan is one thing and realizing the great plan is another.
Professor Lungwangwa says there can only be light at the end of the tunnel for Zambia railways if resources are readily available.
He says the indication by professor Chirwa that huge sums of money is needed for the realization of the plan is a clear sign that the government needs to commit itself to the project.
