NGOCC Demands Clear Roadmap on Constitution

constitution presser 043Non Governmental Organising Committee (NGOCC) says a clear roadmap is needed on the constitution making process with Movement for Multiparty Democracy treasurer Mwansa Mbulakulima describing the on-going national convention as vague.

Chairperson Beatrice Grillo said Zambia had too many failed attempts and cannot afford to bungle the highly expensive process.

She said it so far not clear whether the process would take the route of a referendum or not.

“People are tired of doing the same thing over and over. What we need is a clear roadmap,”
she said as over 400 delegates gather at Lusaka’s Mulungushi International Conference Centre for the final round of consultation.

On the other hand, Mbulakulima, who is also MMD Chembe member of parliament says the national convention on the draft constitution which opened on Wednesday is vague.

Mbulakulima says there is nothing different from what the MMD did when it convened the National Constitutional Conference which also had the same number of delegates as the current national convention on the constitution.

He says Zambia needs a constitution that will speak for the people without favoring anyone.

The national convention on the constitution which opened in Lusaka yesterday is the final stage and will consider resolutions from all the provincial conventions.

The thematic working group on representation of people at the ongoing National Constitution Convention have unanimously retained the 50+1 vote threshold clause in the First Draft Constitution for the election of the republican President which government agents such as Chieftainess Nkomesha and Solicitor General Musa Mwenya attempted to thwart but to no avail.
