Forget New Constitution in 2013, says UPND

Zambian opposition, UPND, has doubted the ruling Patriotic Front will deliver the Constitution in 2013 after finance minister Alexander Chikwanda allocated a mearge K20 billion towards the process.

The UPND has observed that it will be difficult to appreciate the PF constitution making process after the ruling party failed to honour the campaign promise of delivering the document within 90 days of ascending to power.

UPND say its doubts were further strengthen by the finances allocated to the process in the 2013 budget which is more than four times less than what is understood to have been spent in 2012.

The Hakainde Hichilema led party states that K90 billion was disbursed in 2012 for the constitution making process but nothing meaningful has emerged from it.

UPND states that the constitution will be adopted through a referendum with a whopping K700 billion required.

The party says going by the calculations available, it is practically impossible for the PF to deliver a constitution this year or even in 2016 when they will go back to the electorate to seek a fresh mandate.
