Opinion: Nkandu Luo and Chitimukulu

LuoPF Ministers are strange ones. One day Kansembe says he shouldn’t have visited the Chitimukulu. The next GBM is saying he is free to see the Chitimukulu so he should not have been stopped.

Now Nkandu Luo says Chitimukulu has not been gazetted. We ask a simple question,what has that got to do with anything.

Nkandu Luo goes further that HH should not take his politics to the Chitimukulu. Luo clearly lacks understanding. As far as we are concerned, Chiefs are not elected, Bembas follow a matrilineal system of succession so there is no democracy at play for her to say The Chiti has not been ELECTED. E

lections means there are those for and against and can ELECT a person of their choice, even the admin if they wanted they could stand on the throne for election, and this is our Minister for Chiefs Affairs.

Luo is over stepping her boundaries, its not for her place to check whether procedure was followed or not, what procedure is she talking about, all of a sudden Luo is an expert on the bemba lineage and the traditions? Some battles are not worth fighting. If Luo has problems with the Chitimukulu appointed by the Bemba Royal Establishment (BRE) she should not drag HH into it.

Our position as UPND is very simple, when in power, we shall not allow succession to be determined in a court of law, they will be resolved in the house of chiefs or an appropriate traditional council.

These are traditional affairs and our job will be to give them the respect they deserve. The President will only come in to sign the gazette without questioning the process because the President cannot be all knowing on family lineage.

Chieftaincy is inherited, meaning you have to trace the family tree. One other thing we shall do is to empower the Chief’s with a records system which will enable chiefdoms to maintain the family trees to avoid these inconveniences.

Our advise to Luo is that she should concentrate on what the statutes say and leave the traditions to those that know them better than her.
