Choma Central Member of Parliament Cornelius Mweetwa says it is shocking that newly appointed Information Permanent Secretary Emmanuel Mwamba is saying the Freedom of Information Bill will not be tabled before parliament as it was at variance with several pieces of current legislation.
Mweetwa wondered how Mumba Malila could claim that the bill needed to be reworked when it had been drafted in his office.
“It is strange that Attorney General is saying that Freedom of Information Bill cannot be tabled in parliament because it is at variance with other pieces of legislation.
“Where was he all this time when it was being drafted? Was it not done in his office? We do not think there is goodwill in the manner this matter is being handled,” Mweetwa said.
The government has gone cold on its promise for the Freedom of Information Bill which was one of its key campaign promises.
Vice President Guy Scott had promised that the bill would be tabled in the current parliament but the leadership has now announced that they will need to rework it to be in comformity with other laws.
The PF government has also reneged on its promise for a people driven constitution that they have announced they will not give the public an opportunity to scrutinize but only handover the document to the president alone.
