PF Confusion on Constitution Worries FODEP

McDonald_Chipenzi-The Foundation for Democratic Process (FODEP) says it is worried by the uncoordinated statements coming from high ranking government officials on key policy matters.

FODEP Executive Director MacDonald Chipenzi said the confusion on the constitution direction statements from President Michael Sata, Justice Minister Wynter Kabimba and Information Minister Mwansa Kapeya was very disturbing.

“The Zambians are confused with the way the PF is running itself, there are a lot of conflicting statements coming from the high ranking government officials,” Chipenzi said.

“Look at the constitution for example there is one thing said by the Head of State, another by the Information Minister and also the Justice Minister. So the people are confused the PF has to reorganize itself and understand that running government is not easy.”

President Sata recently said there was no need for a new constitution but just make minor amendments to the current one with Information Minister Kapeya stepping in to say the way forward will only be decided after the draft constitution has been handed to the President.

Currently the Technical Committee has refused to sign the draft constitution because Justice Minister Wynter Kabimba told them to print only 10 copies for the President’s pleasure a position they have refused to adhere to as it is a departure from their terms of reference.

The constitution making process which was one of the PF’s 90 days promises has stalled after two years of President Sata’s time in office.
