Council workers in Lukulu and Zambezi Districts have gone for 20 months without getting their salaries.
Zambia United Local Authorities and Allied Workers Union General Secretary Kingsley Zulu said the problems of nonpayment of salaries in the council were deeper than the government was willing to admit.
Zulu said the demonstration by wives of council workers in Mkushi was just a tip of the iceberg.
He said councils had suffered from lack of revenue after being stripped of houses that were a source of income for the local authorities.
