The Civil Society Coalition on the Constitution says the remarks by Vice President Guy Scott that the referendum is costly and may not be held is a scheme by the Patriotic Front government to manipulate the constitution making process.
Coalition spokesperson Judith Mulenga said the government should remember that the people are the owners of the process and only them could decide on whether the referendum was right or wrong.
Mulenga wondered how the bill of rights could be adopted without a referendum.
“All power resides with the people so government has no choice but to listen to the people,” she said.
Scott told parliament that the referendum was too expensive and may not be used to adopt the new constitution revealing government’s deep seated desire to manipulate the constitution making process.
