Former Works and Supply Minister Kapembwa Simbao says the poor quality of road works currently going on could be traced to the poor tendering process that was being done at State House.
Simbao said until the RDA was delinked from State House there could be no proper works done as contracts were handed on account of patronage.
He said the Road Development Agency had been put in an awkward position and could not award contracts to deserving contractors.
He said the roads that had been overhyped were fast wearing off due to poor workmanship.
The RDA currently operates under State House and has PF Central Committee member Willie Nsanda, a contractor as board chairman.
