UPND President Hakainde Hichilema addressing the media flanked by senior officials - 27 03 2014United Party for National Development, UPND, leader Hakainde Hichilema says he would never have appeared before the parliamentary select committee that had been constituted to question him and other opposition leaders over the role opposition MPs played in disrupting parliament during the last sitting over demands for a new constitution.

Hichilema has also asked the Patriotic Front government to spread infrastructural development beyond Muchinga and Northern provinces.

He said parliament had sent him an unsigned letter summoning him for a hearing.

“Firstly charges for what? The letter I was sent in the first place was not signed. Parliament sends me a letter to something I should never have gone to anyway because I had already taken a position that we shall see on this one,” Hichilema said.

“I had already made up my mind then I looked at the letter it was not signed. How do you send a letter to Hakainde it is not signed?”

He also appealed to government to spread development beyond Muchinga Province.

“Please try to balance development look at the Solwezi-Chingola road, make it four lanes instead of building two universities in Muchinga Province,” he said.

“One university is called Mushindo University, honestly how do you name a university like that? A university name should have international attraction. You get money from Solwezi and leave the Chingola-Solwezi road as a death trap.”

Hichilema has also challenged the PF government to release the draft constitution because it was a priority for Zambians.

“Don’t talk about contentious clauses, which ones? Release the draft constitution… then let the people decide, it doesn’t need extra intelligence.

“He [Kabimba] is talking of debating. Didn’t you know there was a constituion conference here. After provincial conferences, am I lying?

“What was happening during the provincial conferences? What happened at the national constitution conference? So, who wants to debate in the mind of Kabimba, in the mind of a person without political constituency who can only become minister by appointment of one, you know, Katongo Mwango.

“You can’t treat Zambians like that. Give us a draft, Zambians will decide how to proceed, they want a new constitution through a referendum. Don’t invoke selective clauses, don’t use doctors to comment on a draft constitution you have not released,” said Hichilema.
