PF To Take It’s Time Reviewing NGO Act

Zambia_PFNon-Governmental Organizations may have by far learnt that the review of the controversial NGO Act of 2009 will not be repealed anytime soon when Vice President Guy Scott failed to give a timeline for the review process.

Over 300 NGOs have been deregistered following government implementing the NGO Act of 2009 that they vehemently opposed whilst in opposition as being too draconian.

Currently some NGOs are engaged in a vicious war for survival as the PF has imposed a 15 member board that comprises nine government aligned members leaving it a defacto wholly government controlled body.

Under the new Act government has the power to dictate the operational area and limit the jurisdiction of any NGO.

Question (Kabompo MP) on NGO Act- the PF in opposition was opposed to this bill. The PF in government seems reluctant to repeal this bill. May I find out from His Honour the Vice President when this bill will be repealed?

Answer: Guy Scott : As I recall Mr Speaker the bill is on review and we are reviewing it, we are having round table discussions with the NGO representatives. We never said we wanted anarchy in the NGO circles but we said that the bill brought about by the MMD was too draconian and we wanted to make it more accommodating.
