The Law Association of Zambia says it is of the view that a new constitution should be in place before the 2016 general elections.
LAZ President George Chisanga said that it was important for the Patriotic Front government to call for a roundtable discussion on the constitution to ensure that it is done before 2016.
Chisanga wondered why the PF had abandoned the process after having plainly laid it out in their party manifesto with a clear timeline of execution.
“What they need to do is to come and sit with us on the table and we agree a national programme that is going to usher in a new constitution, in fact before the next elections,” he said.
“They have stated in the in the manifesto that the review will be based on the reports that we have 1971, 1991, 1997 and 2001.”
He said people were left wondering why the process had stalled after the Technical Committee wound up its work last year.
“They appointed a Technical Committee and they asked them to finish their work as soon as possible, the work has finished and all that is required now is to enact this constitution,” Chisanga said.
“We do not know what has changed for them to say that this delay is attributable to external forces. We are as interested in a new constitution as they themselves are.”
