Subject: CLARIFICATION ON THE SUPPOSED ABOLISHMENT OF

MEAL ALLOWANCES

With reference to the allegations circulating on social media over abolishment of meal allowances at higher learning institutions. We The University of Zambia Students Union (UNZASU) thought it wise to seek immediate audience with the Higher Education Minister Prof Nkandu Luo for clarification.

In this quest, we managed to have a successful dialogue with the Minister and we can confirm that student concerns have been heard for both UNZA and CBU. Moving forward we can also confirm that the allocation of meal allowances will continue as it has been in the past.

To our brothers and sisters at Copperbelt University (CBU) we urge you to remain calm as the Minister confirmed that the meal allowances have been sent to various banks awaiting to credit students.

Furthermore, UNZASU remains committed to ensure that student welfare is well prioritised at all cost and that UNZASU shall engage in dialogue with the Minister of Higher Education and the Higher Education, Loans and Scholarship Board to ensure that a clear roadmap is set on allowances.

Therefore, we call upon all The University of Zambia and Copperbelt University students to remain calm. We also urge the media houses to report credible information after comprehensive research

Pres. Lungu Pardons 593 Prisoners on Christmas

President Edgar Lungu has pardoned 593 inmates from various correctional facilities in the country to commemorate the 2018 Christmas day.

Home Affairs Minister Stephen Kampyongo has told journalists in Shiwang’andu Constituency that the inmates consist of convicts serving both short and long term sentences.

Kampyongo said short term sentences range from 6 months to 5 years while long term sentences range from 5 to about 35 years.

Five hundred and forty male inmates who have been pardoned account for 3 percent of the male population in incarceration while 45 females that have been pardoned account for seven percent of the female population in the correctional facilities in the country.

Pres. Lungu Joins Christmas Congregants at Leopards Hill Anglican Church

President Edgar Lungu embraced the Christmas season spirit with his trademark church attendance ritual as he joined congregants for Mass at the Mary Magdalene Anglican Church on Leopards Hill Road in Kabulonga.

The Head of State was accompanied by Presidential Affairs Minister Freedom Sikazwe, press aide Amos Chanda and Zambian Ambassador to Germany Anthony Mukwita among others.

Meanwhile President Lungu penned this Christmas Message to the citizenry on the occasion to mark Christmas:

Fellow Countrymen and women, as we gather with families and friends to celebrate the festivities, I draw your attention to the purpose of this season.

Christmas is a time to reflect on the miraculous birth of our Lord Jesus Christ, and subsequently, on the reason why He came.

It is time for us to reflect on the practical demonstration of God’s love whereby he gave his best to save mankind.

Fellow Zambians, i admonish you therefore, in that same spirit, to find time to spend with your families and extend your love to the needy In our society by practically giving to them.

Further, be reminded that Jesus is the reason for the season, therefore, let us all cautiously enjoy the season responsibly.

Katanga Declares War on Criminal Gangs in Kitwe

Notorious criminal gangs are back on the Copperbelt after police seemed to have made strides weeding them out with Copperbelt Commissioner Charity Katanga re-activating her troops to step up their efforts.

Kitwe had receded to some semblance of normalcy after some gang members were rounded in May-April this year but the gangs are back terrorizing the community.

The gangs that are identifiable by some notorious names like 90 Niggas, Sons of the Devil, Fluffy and Tokota boys have become the nightmare of Kitwe residents.

Katanga said the police command has been alerted to the reinvention of these criminal gangs.

She said that her command will hunt down the gang members and restore sanity in Kitwe.

“Police officers will be on ground. We appeal to members of the public, we hear that in Kitwe there is a certain group of four people who are clad in military uniforms with firearms and are pretending to be from Zambia army, and sometimes move with batons. So when the citizens see suspicious looking people in their areas let them coordinate as quickly as possible and give information to police,” Katanga said.

“The problem we have is that when members of the public are attacked they go to the media instead of giving information to the police, this makes our work difficult. We encourage members of the public to always feel free to report to police any issues,” she added.

Miseshi Ward Residents Want Absentee Councillor Suspended

Kitwe’s Miseshi Ward residents have petitioned the council to suspend their councillor for being absent from the ward for over four months.

Douglas Moyo has been off radar raising queries from the electorates in his ward.

The residents have sought the intervention of the council to have him suspended or expelled but they have hit a brick wall as he has not missed the number of meetings that require disciplinary action to be instituted.

The residents have petition the council and also seek the intervention of the Electoral Commission of Zambia.

Kitwe Town Clerk Bournwell Luanga said Moyo has only missed one council meeting so it would be hard to suspend him.

And Moyo said he is away on business in South Africa and will return soon.’

Chifubu MP Pulls Out of C/B PF Chairman Race

Chifubu Member of Parliament Frank Ng’ambi has pulled out of the race for the Copperbelt provincial chairmanship leaving only two candidate vying for the position.

Ng’ambi has scaled down his ambition and will fight for the vice chairmanship.

With Ng’ambi dropping out, the only remaining candidates are Luanshya Mayor Nathan Chanda and current provincial secretary Mike Manda.

The elections for the Copperbelt Province Patriotic Front leadership will be held this weekend.

Incumbent chairperson Stephen Kainga will not be seeking re-election with Kitwe Mayor Christopher Kang’ombe on the race for the vice chairmanship.

President Edgar Lungu is expected to open the Copperbelt Provincial Conference on Saturday, 29th December, 2018 to be held at Garden Court Hotel, Edgar Lungu Conventional Centre.

20-Year Old Chingola Woman Murders Husband after Dispute

A 20 year old woman of Chingola has been arrested for murdering her husband following a marital dispute.

The couple’s fight also left their 17-months old baby injured after being caught up in the fracas.

Copperbelt Commissioner of Police Charity Katanga who confirmed the development named the deceased as Hazwell Zulu, of House number 4435 Chilola area.

Katanga said the deceased suffered a deep cut on the head.

The police chief said a pan brick was used by the wife identified as Florence Chongo aged 20.

“We received a report of murder in which a 20 year old woman of Chingola is alleged to have killed the husband after a marital dispute, the unfortunate part is that the fight did also lead to the injury of their 17 months old baby who is admitted to Chawama mini hospital and his condition is stable,” she said.

“The body of the deceased is in Nchanga North General hospital mortuary waiting postmodern while the suspect is remanded at Chiwepala police station.”

Kitwe Police Receive 12 New Housing Units

Police accommodation continues receiving attention with 12 more completed housing units commissioned in Ndeke Village in Kitwe.

Copperbelt Commissioner of Police Charity Katanga handed over the housing units that have been constructed by AVIC International as part of the 2, 350 housing units being constructed across the country.

Katanga said the completion of the housing units was a true testimony from government to ensure decent housing accommodation for police officers.

She said that accommodation has been a serious challenge for the police command across the country.

Katanga said with the police station having been constructed in 2015, for the past three years officers have been commuting from their different homes.

The Provincial Commissioner stated that with 34 officers, the 12 housing units will help some officers to be within the police camp.

She further directed the District Police Command that the allocation of houses be done in a fair manner.

Africa’s history makers in 2018

In our series of letters from African writers, Ghanaian journalist Elizabeth Ohene looks back at some of the big events on the continent in 2018.

It has been a year where one is tempted to invoke the “always something new out of Africa” theory.

It is not every day you have a prime minister leading a group of soldiers into doing press-ups, particularly not when the armed soldiers had tried to force their way into the compound of the prime minister to protest against unpaid wages.

It is the type of scenario that used to end up in coups in the old days.

But Abiy Ahmed has been doing the seemingly impossible ever since he unexpectedly became prime minister of Ethiopia in April.

He is 42-years-old, and currently Africa’s youngest leader.

There is nothing predictable about the man and how he has set about doing his job.

Ethiopia had been seen by critics as an authoritarian state that brushed off criticism and remained an implacable foe to neighbour Eritrea.

But within a few months of taking office, Mr Abiy had lifted the state of emergency, released thousands of political prisoners, allowed dissidents to return home and unblocked hundreds of websites and TV channels.

Peace with long-time foe

Just as people were digesting the dizzying changes on the domestic front, the prime minister, in the sphere of diplomatic relations, did the equivalent of making the sun rise from the west.

He ended the state of war with Eritrea by agreeing to give up disputed border territory thereby normalising relations with the long-time foe.

This came in an unexpected visit to the Eritrean capital, Asmara, and publicly holding hands with Eritrean President Isaias Afwerki to declare the end of the two-decade old war.

Women in power

Flights and telephone communications have been restored and there has been an outbreak of love between the two nations that has stunned the world.

And if anyone thought there had been enough surprises, in October, Mr Abiy appointed women to half of all cabinet posts.

If that does not sound impressive enough, there were other changes. Ethiopia now has a female president (Sahle-Work Zewde), a female head of the Supreme Court (Meaza Ashenafi), a female head of the electoral commission (Birtukan Mideksa), and the official spokesperson of the government is a woman (Billene Aster Seyoum).

South Africa was another country which saw a major change of leadership, but the optimism that came with the accession of Cyril Ramaphosa to the presidency has fizzled out.

He took over after the scandal-hit President Jacob Zuma was forced to resign in February.

Mr Ramaphosa was not doing press-ups but he did start with a lot of enthusiastic jogging that attracted a lot of attention from his compatriots.

‘Brooding shadow’

When he started the hashtag “the tummy must fall”, many South Africans felt the time for smiles had returned to their country.

But the brooding shadow of Mr Zuma looms large as Mr Ramaphosa tries to tackle the alleged corruption which came to define his his predecessor’s time in office.

Mr Zuma maintains his innocence, and has asked the courts to throw out 16 corruption charges brought against him over a notorious arms deal.

For a brief period this year, all 54 countries on the continent appeared united in outrage in January when US President Donald Trump was reported as not wanting migrants from Africa coming to the US because their countries were “shitholes”.

Later in the year, his wife Melania undertook a four-nation African tour when she visited Ghana, Malawi, Egypt and Kenya. Whilst she was still on the continent, President Trump was tweeting that Africans loved his wife.

Indeed, Melania cut a swathe with her pith helmet, even though it does not seem to have started a new fashion trend yet.

Whilst some people were still debating Mr Trump’s reported insult against migrants, a young man from Mali held Paris spellbound as he scrambled up the wall of a high-rise apartment block to save a dangling child.

He earned himself the title of Spiderman, and was granted French citizenship by President Emmanuel Macron.

Weah honours Wenger

If the Parisian Spiderman temporarily forced the French to look at migrants in a different light, President Macron himself was forced to listen to an eight-minute exposition on how Africa does not want the generosity of the world by the Ghanaian President Nana Akufo-Addo when he visited the West African state.

That video went viral and many Africans cheered that a leader had articulated their feelings.

But other things went viral which did not make too many people proud.

Bobi Wine, the Ugandan pop star-turned-MP, shook Uganda for a few weeks in August and attracted the attention of the world when he was arrested by the police and charged with treason.

After leaving the country for medical treatment for injuries that he alleged were sustained during his arrest, he is now back in Uganda and his first performance as a singer in November showed his popularity remained solid.

A good man was recognised for his good deeds when Denis Mukwege, the Congolese doctor, shared the 2018 Nobel Peace Prize with Yazidi activist Nadia Murad.

Dr Mukwege has been described as “the world’s leading expert on repairing injuries of rape”, and is known to grateful patients as “Doctor Miracle” for his work in his homeland of the Democratic Republic of Congo, where unfortunately his skills are always needed because of the continuing unrest.

Arsene Wenger got a hero’s welcome when he flew into Liberia

George Weah became president of Liberia in January and demonstrated his gratitude to those who helped him at the start of his football career as later in the year he gave his former coach, Arsene Wenger, the country’s highest award.

If Nelson Mandela had been alive, he would have been 100 years old this year and to mark the anniversary of his birth, lots of activities were organised around the world.

Former US President Barack Obama went to South Africa to give a lecture and there were concerts to celebrate Madiba, as the anti-apartheid icon is affectionately known.

‘Predatory loans’

Hugh Masekela, the famous South African trumpet player and anti-apartheid campaigner, died earlier in the year and was widely mourned.

Winnie Madikizela-Mandela, the ex-wife of Nelson Mandela and the much-loved and sometimes controversial anti-apartheid leader, also died this year and was given a befittingly rousing send-off.

Ex-UN chief Kofi Annan was given a grand funeral in Ghana’s capital, Accra

Kofi Annan, the former secretary-general of the United Nations, celebrated his 80th birthday and continued with his peacemaking activities when he led a delegation to Zimbabwe ahead of July’s elections. He died unexpectedly in Bern, Switzerland, in August.

His remains were brought to his homeland of Ghana where he was given a state burial and a grand funeral in true Ghanaian style.

The love affair between China and Africa continued and at a conference in Beijing this year, President Xi Jinping announced an extra $60bn (£47bn) of financing for the continent.

Meanwhile, the Americans went public with their scepticism about China’s intentions and accused China of predatory loan arrangements.

But the infrastructure deficit on the continent is huge, and the view of African governments seems to be that money should be taken from anywhere and anyone to build roads, bridges, railways, airports, schools, hospitals and universities.

Their citizens will not complain, provided they can see the results with their own eyes.

Journalist Turned Cancer Activist Exposes Fraudsters Cashing on his Ailment

Veteran journalist Edem Djokotoe has penned an emotional note on a litany of fraudsters that have collected money in his name without his consent. Djokotoe, a Ghanaian by descent but has lived in Zambia since the for more than three decades and proudly wears the Zambian hat is battling colon cancer but has become a symbol of resilience and defiance as he slowly shakes his ailment.

Better known from his days as a hard-hitting columnist in the defunct Post Newspapers where his popular Soul to Soul and Mind-Over Matter pieces were part of the signature offerings of the then loved Post Newspapers.

 

FULL POSTING:

There are stories doing the rounds online that I, Edem Djokotoe, am in desperate need of cash for cancer treatment and that if I do not get the money I need, I could discontinue treatment and possibly even die.

One such story appears on the Zambian Observer and suggests that there is a campaign to raise money for me.

None of this is true.  If there is a campaign in my name collecting money on my behalf, just know that is a con job and does not have my blessing.  No-one from Zambian Observer or any other site or individual claiming to be a champion of my cause has been to visit me or see my challenges up close, so they have no moral authority to say or do anything in my name.  Yet there are people out there giving others status updates about me who have not seen me for over a year and still manage get away with it.

It is well.  In all this, God sees, so I do not stress about the fraudulence of men.

For the record.  There was a GoFundMe campaign a good friend and his wife set up for me in July during my darkest days.  To be honest, I was not keen at first because I wanted to keep my situation private and close to my chest.  But when they realised that the cost of my treatment had gone through the roof after what should have been a five-hour operation at a cost of US$7,000 took 10 hours and pushed the charges up to US$12,000, they felt this would give me a lifeline.  That was the background to the GoFundMe affair.

But what should have been a low-key campaign leaked onto Facebook, was picked up by online publications and went viral.  It was not at all what I expected but lying on  back, hooked to machines with nine tubes coming out of different parts of me, there was very little I could do.

Until then, no-one outside my family and small circle of close friends even knew I was battling stage two colon cancer after eight months of misdiagnosis and mistreatment and had been living with excruciating pain even when I pushed myself in gym and did the whole DJ thing at the club.  Or that I had been to India once already, enduring five painful weeks of radiotherapy and chemotherapy.

The GoFundMe campaign raised a total of US$1,470, no more.  The Fund is set up in such a way that the name of anyone anywhere in the world who donates shows against the amount they contributed.  So it was possible to send a personal “thank you” to everyone who donated to my cause.

Some, including total strangers, responding to the viral explosion, made private donations, insisting on anonymity.

Others publicly went out on a limb to collect money on my behalf, some even giving newspaper interviews about the extent of my desperation.  If you made a contribution and feel slighted that I did not show appreciation or gratitude, I am sorry.  I just do not know who gave and how much.  The best I could do under the circumstances was to express my gratitude to everyone who stood with me in prayer and in moral and material support.

In the past year, I have seen the goodness of humanity.  I have encountered angels without wings.  People who reached out and supported me when they were not obliged to, when they could have put whatever they gave to other use.  People who were selfless in their generosity to a point where the only response I could muster was tears.  I wish I could name names, but knowing them as well as I do, that’s the last thing they would want.

When I beat cancer, the credit will go to God, my wife, my family and to all of you who have been genuine in your support and friendship.   I cannot thank you enough for what you have done and who you have been.

I have always known that the world is full of opportunists and interlopers but my experience with cancer showed me the extent to which people will stoop to exploit the misfortune of others for their own material and financial gain.  But it is well.  In all this, God sees and knows the hearts of men—and women.  He knows who is honest and who is a fraud hiding between plastic smiles and a façade of goodness.  He rewards those who are selfless in their generosity and punishes those who cash in on the adversity of others.  It is He who will rain plague and pestilence on the frauds, not me.  It’s like that.

Post Privatization Inquiry Looms

The post-privatization chaos may be back to haunt some of the leading beneficiaries sooner as State House calls for an inquiry.

State House spokesperson Amos Chanda says President Edgar Lungu is desirous that a public and judge led inquiry is instituted with the culprits publicly named.

The destruction left by the privatization process remains a matter of public debate with some individuals having been named as being at the head of personally benefitting from the process.

Although Chanda has had the courtesy to skirt around the subject, UPND president Hakainde Hichilema repeatedly comes in the spotlight at the mention of privatization beneficiaries.

Chanda has also explained President Lungu’s role as not having been a buyer of any of the properties but negotiating chairman for Keembe Storage board.

Meanwhile, President Lungu is Wednesday expected to travel to Congo Brazzaville for an Emergency summit on matters of the Elections in DRC.

President Lungu heads the SADC Organ on Defence and Politics with elections in the Democratic Republic of Congo top of the agenda.

The DRC goes to the polls on December 31.

Chinese ATM Fraudsters Plead not Guilty

Four Chinese nationals accused of being in possession of 55 counterfeit Automated Teller Machine cards (ATMs) and 10 point of sale machines have pleaded not guilty to six counts of unauthorized access and being in possession of property suspected to be proceeds of crime.

The quartet Fang Hua ping, 44, a businessman, Yu Fei, 36, businessman, Zhuang Wei, 35, contractor, Luo Tao, an interior  designer, all from Kamwala South are facing six counts of unauthorised access to intercept data and being in possession of property suspected to be proceeds of crime.

The quartet is alleged to have been using the said counterfeit ATM cards to withdraw money from various ATM machines.

When the matter came up before Principle Resident Magistrate Mwaka Mikalile the suspects denied the charges.

Among the six counts, Fei and Wei in Lusaka allegedly had in their possession 20 ATM cards with intentions to unlawfully utilise them.

In another count, Ping and Wei on dates unknown but between January 1, 2015 and April 31, 2017 in Lusaka possessed K40, 000 in a Barclays Bank account, property reasonably suspected to be proceeds of crime.

The accused are expected to appear for their commencement of trial soon.

Kabimba, M’membe ‘Gay Affair’ Drags on in Court

Former allies Wynter Kabimba and Fred M’membe have continued their gay fight within the High Court with the former applying to extend the time within which to file his response.

M’membe has dragged Kabimba and Millennium Radio proprietor Patricia Chibiliti to court over the Rainbow Party leader’s pronouncement on radio M’membe and Dr Cosmas Musumali ditched the Rainbow Party project as it did not tolerate homosexual support.

Kabimba said that M’membe and Musumali could not stand him because of his strong anti-gay stance.

M’membe left the Rainbow Party and formed the Socialist Party that he runs alongside his hatchet man Musumali.

The Socialist party leaders are claiming general compensatory damages for defamation of character by Kabimba and Chibiliti.

On April 3, 2018, Wynter Kabimba made a pronouncement on Millennium Radio program that the owners of Socialist Party M’membe and Musumali were being funded by homosexuals and that they broke away from Rainbow Party after he refused to entertain homosexuality and denunciation of Christianity.

In a statement of claim filed at the High court, M’membe and Musumali demanded compensation from Kabimba and Daily Nation owner Richard Sakala on account that such remarks were false and malicious, published in Daily Nation, Mast Newspaper, News Diggers, and that such remarks caused the plaintiff distress and embarrassment.

The High Court has since granted Kabimba the right to file his documents outside time.

2018 Christmas Festivities Record Drastic Drop in Road Accidents

26TH DECEMBER, 2018 – A total number of 125 Road Traffic Accidents were recorded during this year’s Christmas Holiday, a period from 24th December, 2018 to 26th December, 2018, compared to 234 road traffic accidents recorded in 2017 during the same period showing decease by 109 road traffic accidents.

Out of 125 road traffic accidents recorded during the Christmas period this year, 12 were fatal road traffic accidents in which 13 persons were killed, 15 were serious road traffic accidents in which 22 persons were seriously injured, 26 were slight road traffic accidents in which 31 persons were slightly injured while 72 were damages only road traffic accidents.

In 2017 during the same period,   18 fatal road traffic accidents were recorded in which 22 persons died showing a decrease in person killed by 09, 32 were serious road traffic accidents in which 52 persons were seriously injured last year showing a decrease in seriously injured persons by 30.

68 were slight road traffic accidents recorded in 2017 with 90 persons sustaining slight injuries compared to 26 slight road traffic accidents recorded in 2018 with 31 persons sustaining slight injuries showing a decrease by 42 slight road traffic accidents and a further decrease in people slightly injured by 64.

116 were damages only road traffic accidents in 2017 compared 72 damages only road traffic accidents recorded during this year’s Christmas period.

In 2017 during Christmas period, there were 164 casualties compared to 66 casualties in this year’s Christmas Holiday.

There was a great improvement in compliance levels by motorists and other road users due to increased presence of Traffic Police Officers and Road Transport and Safety Agency Officers on major roads. These joint operations have continued.

As regards criminal activities, the Christmas period was generally peaceful, however, 70 cases of Assault OABH were recorded, 18 cases of theft, 11 Malicious Damage to Property, 08 cases of Breaking into a Building and Committing a felony therein, 07 Threatening Violence, 06 Burglary and Theft, 05 House Breaking and Theft and 05 Unlawful Wounding.

UTH Doctor Dragged to Court Over K170, 000

A University Teaching Hospital Doctor has been sued for failure to pay back a K170, 000 debt.

Doctor Sihem Dhifaoui allegedly borrowed money in August 2016 from local businessman Kennedy Kauwo of New Kasama but has failed to pay back the money forcing the creditor to take him to court.

Kauwo is demanding for the principal amount leant to Dr Dhifaoui plus interest.

He is also claiming costs and any other reliefs which the court may deem fit .

According to a statement of claim filed in the High Court registry by the Kauwo,   Dr Dhifaoui borrowed money in August 2016 and has not paid anything as per agreement.

Kauwo is contending that despite several demands, the Doctor has neglected to settle the outstanding amounting and as a result he has suffered and continues to suffer damages and loss by the failure to get back his money.

Church Chaired Political Dialogue On This Friday

Political party presidents will meet on Friday at Kapingila House in the first round of the agreed dialogue process.

The Zambia Centre for Inter Party Dialogue says all the top political party presidents have confirmed attendance with the church mother bodies taking the chairmanship role.

ZCID spokesperson Jackson Silavwe said the meeting which will be chaired by the church is expected to start at 09:00 hours.

Dialogue has been a lingering debate among political parties with differences over ground rules throwing the process off the table several times.

The broad thematic areas to be considered at this Summit of Presidents shall include the following:

Constitutional and Institutional Reforms

Separation of Powers and Judicially Independence, tolerance, Freedom of Assembly and Civility in Politics

Electoral Reforms.

This is according to agreement by the national secretaries and secretary generals representing various political parties during their meeting in Siavonga mid this year.

President Edgar Lungu and his chief political adversary Hakainde Hichilema have often stood in each other’s way whilst other political players have been on the fringes of the process.

Marijuana Convict Tickles Court with Jamaica ‘Extradition’ Request

A 28-year old marijuana convict caused laughter in court when he asked to be sent to Jamaica so that he can freely smoke his weed.

John Mwamba of Lusaka’s Chipata Overspill area has been sentenced to six months imprisonment for trafficking in 1.1grammes of Marijuana which he claimed is used for medicinal purposes.

Mwamba readily admitted the charge the matter came up for facts and sentencing.

He admitted being caught with 1.1 grams of Marijuana that he said was for his personal use.

Mwamba expressed sadness that he had to go to jail for smoking weed when in other countries it was being done freely.

But the Court asked him whether he was aware that trafficking in narcotic substances without lawful authority is illegal in Zambia to which he responded in the affirmative.

“Your Honour I know that smoking Marijuana is illegal in Zambia but please take me to a country like Jamaica where I will freely be smoking the substance as I see nothing wrong with it, I only use it for medicinal purposes”, Mwamba said.

He was facing two counts of trafficking in psychotropic substances and unlawful use of psychotropic substance.

It is alleged that on December 8, 2019, Mwamba trafficked in 1.1grammes of marijuana, a herbal product of cannabis sativa without lawful authority.

In count two, Mwamba, on the same date, unlawfully used 0.9grammes of marijuana, a herbal product of cannabis sativa.

On December 8, 2019, Drug Enforcement Commission officers (DEC) received information that there was an accused person in custody at North Gate Police Post.

The DEC officers picked up the suspect from North Gate Police Poist with the subatances he was found with taken to the University Teaching Hospitals’ Food and Drug Control laboratory where a public analyst identified and confirmed the drugs to be marijuana, a herbal product of cannabis sativa weighing 1.1 and 0.9 grammes, respectively.

ZDA records USD3.9 Billion Projected Investment and Facilitated Export Deals worth USD 109.5 Million in 2018

Lusaka 26th December 2018: The Zambia Development Agency (ZDA) has recorded USD 3.9 Billion of projected investment in 2018 in various sectors of the economy.

The Agency has also facilitated export deals worth over USD 109.5 Million in form of on spot sales and business deals that were clinched by the private sector at various export promotion platforms.

Acting Director General Mr. Cosam Ngoma said of the total projected investment, the energy sector recorded the highest valued at USD 1.5 Billion, representing 39%, the manufacturing sector was second with USD 708.4, representing 18% followed by the mining sector with USD 241 Million, representing 6%. Of the total recorded projected investment, USD 21.7 Million was investment in the various Multi Facility Economic Zones and Industrial Parks around the Country.

In the same vein, the Agency recorded projected employment of 20,709 jobs in 2018 compared to 24,660 in 2017 denoting a decrease of 19%.

Mr. Ngoma noted that the increased projected investment in the energy sector is a direct result of Government’s efforts in the promotion of increased investment in alternative sources of energy in addition to hydro power arising from power deficits faced by the Country in recent years which adversely affected the performance of the economy.

Given the conducive business climate such as political and economic stability, ease of doing business and good governance, investment into the Country is projected to increase. With the increased FDI inflows into the Country, Mr. Ngoma urged the local businesses to partner with foreign investors through joint ventures and business linkages to create wealth and jobs for the Zambian people.

The Acting Director General indicated that in terms of promoting non – traditional exports (NTEs), the Agency undertook several export promotion activities during the year 2018, and continued to make inroads into regional and international markets for Zambia’s non-traditional products. The total projected non-traditional exports is an expected USD 2 Billion for the year 2018. Top NTEs markets for Zambia include, among others, DR Congo, South Africa, Zimbabwe and China.

“During these export promotion activities, the Agency facilitated export deals worth USD 109.5 Million in form of on spot sales and business deals that were secured by the private sector at various export promotion platforms. Participating at various export promotion platforms gave Zambian exporters enhanced visibility and exposure in order to increase export sales of Zambian products into foreign markets”, said Mr. Ngoma.

In collaboration with Ministry of Commerce, Trade and Industry and the Agency coordinated the hosting of World Export Development Forum (WEDF) an annual flagship event of the International Trade Centre (ITC). Alongside WEDF, the Agency coordinated the Launch of She Trades Zambia Chapter. She Trades is an ITC trade initiative for linking women entrepreneurs to 3 million buyers, sellers and investors around the world by 2021.

Meanwhile, the Agency facilitated Business Development Support Services including incubation to 4,948 Micro, Small and Medium Enterprises (MSMEs) which involved product development in various sectors such as agriculture, manufacturing, textile and garments, leather, mining and tourism.

Further, the ZDA assisted 1,529 MSMEs with business linkages which included market access support through backward and forward linkages to Large Enterprises such as supermarket chains and access to finance with various financial institutions across the country.

Finally, the Agency supported 1,073 potential entrepreneurs including youth and women, with training in mindset transformation, in partnership with Barclays Africa Foundation and Voluntary Service Organization (VSO) which enabled them to generate business ideas and subsequently develop business plans and formalize their business enterprises.

Student Body Demands Privatization Inquiry

Wednesday, 26 December, 2018 —— The Zambia National Students Union (ZANASU) has noted that each time the country heads towards general elections, allegations of wrong-doing in the privatisation process keeps coming up and the public generally make decisions based on this kind of talk. We believe the time has come to settle this matter finally.

ZANASU is humbly petitioning Republican President Edgar Lungu to consider invoking provision of Section 2 of the Inquiries Act, Chapter 41 of the Laws of Zambia to set up a Commission of Inquiry into the alleged plunder of national assets that occurred under the guise of privatization policy. It is clear that State assets worth billions of dollars were deliberately sold by those tasked to do so at paltry and give away prices.

It is also without dispute, that those tasked with the technical process of disposing these assets, may have used the process to benefit themselves immensely and deliberately under-valued the state assets for their own nefarious and criminal reasons. Zambia’s biggest plunder of national assets done under the guise of Cabinet-approved privatization policy.

For example, the total purchase price of the 218 companies in the not including ZCCM assets was K18.4 billion Kwacha, converted to $154.6 million dollars for companies that were worth in excess of $5billion.

ZIMCO and INDECO appeared on the Forbes 500 listing of multinational companies worth billions of dollars. For example, KCM, valued at $650million by international firms hired by the World Bank, was sold for $25million. Hotel Intercontinental Mosi-o-Tunya valued at $20million was sold for $5million.

Of the 218 companies sold by the ZPA using among methods of public offering of shares, private sale via negotiated and competitive bids, dilution of government holding, sale of assets, re-organization of State-owned enterprises before sale of whole or part, management/employee buyout, lease and management contracts and any other method the agency considered.

It is clear that the value of state enterprise assets was reduced. Many companies closed shortly after being sold, and for those that are operating today were profitable and lucrative entities that could have survived without privatization.

In the aftermath of privatization, jobs were lost, poverty jumped significantly and formal jobs have never recovered from their peak in the 80s and 90s. The scale of injustice, theft, fraud and plunder of national resources done under this policy requires review especially that the debate to privatise or float on the stock exchange the remaining assets is being considered.

It is for this reason that to avoid the country making similar costly mistakes, and to bring to book the plunderers and looters that used the process to outrightly defraud Zambians of the value of their assets, a Commission of Inquiry be set up to help close this Chapter.

We believe the Commission of inquiry must not be deemed as a witch-hunt of anyone involved but that those who were involved in the process will take the opportunity such an inquiry offers to say their part in public but also expose the wrong-doing of their accusers, if any, by making their evidence public. Perhaps more importantly, a public inquiry exposes the barrenness of any allegations and settle the matter once and for all.

Japan Rolls out K7 Million Agricultural Fund

Barely a week after President Edgar Lungu’s visit to Japan some trickle effect seems to have been triggered with Japan rolling out a K7, 466, 522 fund toward agricultural support.

Japanese aid welcomingly comes in tangible form other than cash which sets the Japanese apart from other donors.

The fund will help fund agricultural extension services.

JAPAN RELEASES ZMW 7, 466, 522.70 KRII COUNTER VALUE FUND

TO ZAMBIA

The Government of Japan has allocated KRII counter value fund amounting to 7,466, 522.70 Zambian Kwacha to the Government of the Republic of Zambia through the Ministry of Agriculture to implement the project “National Agriculture Extension Services Support Strategy by the Department of

Agriculture with Support from the Japanese Government through JICA”.

The Project aims to procure six vehicles and 150 motorcycles to be used for enhancing mobility, efficiency and frequency of extension service delivery to farmers by extension officers. The project also aims to enhance timely and effective supervision and support of extension service delivery by Ministry of

Agriculture. In addition, the project will enhance activities related to Rice

Dissemination Project and Expansion of Community-Based Smallholder

Irrigation Development Project by JICA.

The transport facilities procured in the project will greatly assist extension officers who commute long distance on foot to reach to as many farmers and their groups as possible to deliver agricultural information and technologies support, which contributes to the improvement of production and productivity of the

Zambian agricultural Sector. This is in line with the Seventh National

Development Plan (7NDP) and Second National Agricultural Policy as well as the National Agricultural Extension and Advisory Services Strategy, which highlights inadequate support to extension service delivery as one of challenges for extension services delivery in Zambia.

It is hoped that the provision of these funds will supplement the Government of the Republic of Zambia’s efforts of to improve production and productivity and promote crop diversification in the agriculture sector through the activities undertaken by Ministry of Agriculture. The project will contribute significantly to the well-being of the people of Zambia as well as to strengthening the cordial friendship existing between Zambia and Japan.
