The Foundation for Democratic Process (FODEP) says the ruling Patriotic Front should not have adopted a candidate who is not a registered voter in Katuba constituency.
FODEP Executive Director MacDonald Chipenzi (on the left in the picture) said it was sad that PF candidate Moses Chilando was not a registered voter nor is he a resident of Katuba constituency.
Chipenzi said there was need for parties to identify candidates that were connected to the grassroots.
Meanwhile, ballot papers for the February 25 by-election have arrived in the country.
Seven political parties are contesting the poll that was caused by the death of incumbent Patrick Chikusu.
