Broken Promise: Information Bill Not Ready

guy-scott-zambiaInformation Permanent Secretary Bates Mushala has cast doubt on the urgency of the enactment of the Access to Information Bill by saying government is still consulting over the matter.

Mushala said although the bill had already been drafted the government had re-opened consultation to ensure that everyone was consulted on the matter.

Last year, Vice President Guy Scot had told parliament that the bill would be tabled before that sitting of parliament wound their calendar year but that failed to happen with government going cold on the matter.

Mushala claimed that the government was committed to delivering the Access to Information Bill.

He Access to Information Bill has been a long sought after piece of legislation that seeks to compel public officials to release information on request by any public individual.

The Access to Information Bill, which was first known as the Freedom to Information Bill, was one of President Michael Sata’s campaign promise to be ready with 90 days of assuming office. The Head of State will be three years in office in September 2014.
